The program is 46 credits beyond the master’s degree. Credits are divided into four categories:
1. Core courses (10 Credits: three three-credit courses and one one credit course).
2. Analytical Studies (12 Credits: four three-credit courses).
3. Special Substantive Area (Minimum 12 credits from four courses).
4. A dissertation (12 Credits; students may have to enroll in additional credits depending on progress toward completing their dissertation).
Students accepted to the program will be expected to take two courses each semester including the summer. In addition, during the first semester there is a one credit course that everyone will take that introduces the students to the Ph.D. program. In the first year, all students will take the same courses.
The School of Public
Affairs at UNLV is now accepting applications for this program. Complete
applications must be received by the Graduate College no later than April 10.
Applicants will be notified by mid-June about when classes in the program will
begin. Required admission materials include:
1. Application and fee
to Graduate College. You may apply on line by clicking on the "Online
Application" link below. Indicate your interest in a Ph.D. in Public
Affairs. To expedite the admission process, you should send one application
into the Graduate College and a copy to us. (The application fee goes to the
Graduate College.)

2. Have copies of all
your college transcripts sent to the Graduate College. However, if you
received your Master’s degree from UNLV you do not need to get transcripts
from the undergraduate colleges you attended. (The Admissions Committee is
requesting that you also have a copy of your Master’s degree transcript sent
directly to them.) The minimum GPA requirement is a 3.50 for graduate work.
3. Three letters of
reference sent to the Admissions Committee. One letter should come
from an individual who has supervised you in a work setting. A second letter
must come from someone who can evaluate your ability to do work at the Ph.D.
level (generally a faculty member from an earlier degree program).
4. You must submit a
current resume.
5. A letter explaining
your career goals and their relationship to you obtaining a Ph.D. In
addition, you should clearly indicate your substantive area of interest (the
area you intend to specialize in after meeting all of the core requirements).
Possible substantive areas include: Public Management, Criminal Justice,
Social Policy, Human Resource Management, Public Communication, and Program
Planning and Evaluation.
6. A writing sample.
The writing sample should be a paper completed while working on a master’s
degree. If you do not have a manuscript readily available, you can submit a
paper that you have published or done at work. If you use something from
work, you must provide evidence that the manuscript was clearly your work
product.
7. Satisfactory GRE
Scores. A satisfactory GRE score would be combined minimum of 1,000 for both
the verbal and the quantitative. If you have previously taken the Graduate
Record Exam and met this requirement, the Admission Committee will accept
those scores (regardless of when the exam was taken). Please submit a copy of
your old scores directly to the Admission Committee. No one will be admitted
without meeting this requirement.
